U.S. Congress created the Health Insurance Portability and Accountability Act of 1996 (HIPAA) to prevent breaches of privacy and confidentiality such as happened to Ms. Spears. Whether it is someone who is tabloid fodder or someone who is unknown to the media, everyone deserves to have their private medical information protected.
